Do I need to sign up or pass a check?
No account, and no identity check on the person swapping. The amount and an Arbitrum address are the whole form. Automated screening looks at the funds arriving into the order, not at you. A deposit that cannot be cleared does not move on: it goes back to an address the sender controls.
Are you a bridge?

The 0x address is the same on both networks, what if I pick the wrong one?
Ethereum and Arbitrum share the same 0x address format, so your wallet will accept it on either network. Pick the wrong network and the funds are stuck on a chain you did not mean to use, recoverable only by hand through support. Select Arbitrum One in your wallet before sending, and message @swappsy if unsure.
Is ETH on Arbitrum the same ether I hold now?

How long does the move to Arbitrum take?

Where do the funds go if the swap cannot be finished?
Leave a refund address with the order. If the exchange cannot be completed, the deposit goes back there in the asset you sent, to an address under your control, rather than sitting somewhere unclear.
